What is the Bihar Student Credit Card (BSCC) Scheme?

Higher education in technical domains like Engineering (B.Tech) often comes with financial burdens including semester fees, hostel charges, books, laptops, and living expenses. To ensure that financial constraints do not stop deserving students in Bihar from pursuing technical education, the Government of Bihar launched the Bihar Student Credit Card Scheme (MNSSBY - Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana).

Under this welfare initiative, students admitted to approved government and private engineering colleges in Bihar and across India can avail an education loan of up to Rs. 4,00,000 (4 Lakhs) without collateral or security.

Key Benefits of BSCC for Bihar Engineering Students

  1. High Loan Quantum: Up to Rs. 4,00,000 covering tuition fees, hostel rent, food expenses, books, and essential study equipment (such as a laptop).
  2. Subsidized Interest Rates:
  • 1% simple interest for Female, Transgender, and Differently-Abled (Divyang) students.
  • 4% simple interest for Male students.
  1. Moratorium Period (Repayment Holiday): No repayment is required during the 4-year course duration plus 1 additional year (or 6 months after securing employment, whichever is earlier).
  2. Government as Guarantor: The State Government acts as the guarantor, meaning your family does not need to pledge land, home, or fixed deposits.

Eligibility Criteria

To apply for the Bihar Student Credit Card, you must satisfy the following conditions:

  • Resident of Bihar: You must be a permanent resident of Bihar with a valid Domicile Certificate.
  • Educational Qualification: You must have completed 12th standard (Intermediate) or equivalent from a recognized Bihar board or CBSE/ICSE school in Bihar.
  • Age Limit: Maximum age is 25 years at the date of application.
  • Admission Verification: You must have secured confirmed admission in an engineering institute recognized by AICTE, UGC, or Bihar Engineering University (BEU).

Step-by-Step Application Process (DRCC Guide)

The application for BSCC is processed through the District Registration and Counselling Centre (DRCC) of your home district:

  1. Online Registration: Visit the official portal 7nishchay-yuvaupmission.bihar.gov.in and register with your Aadhaar number and mobile number.
  2. Form Filling: Fill in your personal information, family income, and chosen engineering college details along with fee structure breakdown.
  3. Appointment Scheduling: Book an appointment slot to visit your local DRCC center for physical document verification.
  4. Physical Verification at DRCC: Visit DRCC on your scheduled date with original documents and photocopies.
  5. Approval and Sanction Letter: Once verified, the Bihar State Educational Finance Corporation (BSEFC) sanctions the loan, and funds are disbursed directly to your college account and your personal bank account (for hostel and maintenance).

Mandatory Documents Required

Keep the following documents ready before visiting the DRCC office:

  • 10th and 12th Mark sheets and Certificates
  • College Allotment Letter (from UGEAC/BCECEB) and Admission Fee Receipt
  • College Bonafide Certificate & Official Fee Structure on institute letterhead
  • Permanent Resident (Domicile) Certificate of Bihar
  • Aadhaar Card of Student and Co-applicant (Father/Mother)
  • PAN Card of Student and Co-applicant
  • 2 Passport-sized photographs of Student and Co-applicant
  • Bank Passbook / Cancelled Cheque showing IFSC and Account Number

Pro-Tips for Fast Approval

  • Ensure your name on Aadhaar, 10th Certificate, and Bank Account matches letter-for-letter. Any mismatch will cause rejections at DRCC.
  • Obtain the Bonafide Certificate with the college's official AICTE/BEU registration code clearly printed.
  • Utilize the loan wisely: Keep track of every semester fee receipt to enable smooth release of the next semester's installment.

Frequently Asked Questions About BSCC

Q1: Can I purchase a laptop under the Bihar Student Credit Card scheme?

Yes. The scheme permits students to allocate up to ₹35,000 to ₹40,000 of the total loan amount specifically for purchasing a laptop and essential academic equipment upon submitting a valid quotation from an authorized vendor.

Q2: What if my family's income increases after I receive the loan?

BSCC eligibility does not depend on family income ceilings. Any permanent resident student admitted to an approved institution is eligible regardless of parent income brackets.

Q3: Is DRCC physical verification mandatory for every semester?

No. Physical biometric verification at DRCC is required only once at the time of initial loan sanctioning. Subsequent semester installments are released online upon uploading your passed semester marksheet and fee demand receipt from your college.
